Planning and Permitting Support

Overview

Our team assesses client needs and project requirements to develop a multi-faceted plan to meet water and energy needs. The management and technical team work collaboratively with the client to develop specific plans tailored to deliver products aligned to the client’s strategic goals.

Planning

Our experts have led multiple watershed management and green infrastructure efforts, including projects for TRWD, TRVA, TxDOT, and the City of Austin. Seagull PME completed a watershed assessment for the San Antonio River Authority (SARA) with multiple hydrologic, hydraulic, and water quality models to evaluate stormwater mitigation alternatives for future development. Our Water Quality Planning Services include:

– Stormwater Control Measures / Green Infrastructure
– Guidance manual development
– Strategic planning
– BMP inspections and performance assessments
– Watershed management studies and planning (WPPs, HCPs, etc.)
– Total Maximum Daily Load (TMDL) development and strategic planning
– Flood Control
– Inspections and maintenance
– Drainage infrastructure assessments
– Hydrologic and hydraulic modeling
– Drainage infrastructure
– Stream Stabilization and Restoration
– Field assessments
– Stream and riparian protection planning
– Condition and function assesments
– Stream restoration planning and design

Modeling

The utlimate goal of a watershed study is to work toward effective solutions that protect our lakes, rivers, and aquifers. We help our clients understand the factors that contribute to water quality impairments, flooding, and other watershed challenges for consideration during implementation plan development and project selection. In addition, we work to identify the appropriate models for our clients, whether these are simple models, such as spreadsheet models, complex models, such as SWMM or HSPF, or something in between. Our modeling software capabilities include:

– HEC-HMS

– HEC-RAS

– HSPF

– SWMM

– Spreadsheet models

Systems Modeling

Our team provides expertise on the development of complex models and planning tools to evaluate hydraulics, regulation, pumping, compression, and facility requirements.
